Abstract: This dissertation deals with the development of public health policies in Brazil, with
emphasis on the emergence and consolidation of the Unified Health System (SUS)
and the models of public-private partnerships (PPPs) that have become the main
administrative means of managing hospital units, with a focus on contextualizing these
movements in light of the history of the existence of Hospital Nair Alves de Souza
(HNAS), located in the city of Paulo Afonso, in the north of Bahia. The proposed
objective was to analyze the Brazilian model of management of public health policies
used in institutional partnerships with social organizations, aiming to present an
adequate model for the HNAS, having as reference the existing models in the Unified
Health System (SUS). The research carried out was of a descriptive nature, the
method, which provided the logical bases, was the action-research method. The
collection of data and information was carried out through bibliographic and
documentary research and systematic observation, as well as on-site visits to the
analyzed health units. It is concluded that the tripartite administrative public-private
partnership model presents itself as an adequate and viable way to solve the
management problems that involve the HNAS, currently managed by the municipality
of Paulo Afonso-BA.

Abstract: This work sought to analyze the relationship between digital inclusion and fundamental
rights in a context in which digital transformations, which operated during a syndemic
process of crisis convergence. The research question is what challenges did people
have to face to access and integrate into the digital environment, in order to adapt and
solve the main problems arising from the syndemic crisis of COVID-19? In view of this,
the objective was to analyze the ways of reframing and overcoming adopted by people
to face the syndemic crisis of Covid-19, aiming to understand what are the deficiencies
existing in their worlds for the fulfillment of their fundamental rights, in the sense of
obtaining information for subsidize possible creations of public policies for digital
inclusion, to meet society's demands for a post-Covid-19. The research has an
exploratory nature, based on data collection, bibliographical and integrative review
with a qualitative and quantitative approach. The strategy used was the case study,
the technique was lexical and content analysis and the data processing was carried
out using the Iramuteq software. The analysis categories were digital inclusion and
exclusion, fundamental rights, Public Policies, syndemic process, digital presence and
society. The main results extracted from the word clouds, similarity analysis and
dendrogram, presented as major challenges, aspects inherent to economic
vulnerability, the need for socialization and adaptation to new mechanisms of social
interactions in order to mitigate the problems of lack or decrease of income. It still
demonstrated, in this sense, not being able to speak, not being able to be close, the
fear and the unpredictability of subsistence and survival. Deprivations challenged
people to seek alternatives to solve their challenges, as they could not count on equity
and protection, having to survive the virus and the precariousness of the state
structure that corroborated with their difficulties. Emergency public policies proved to
be incomplete, as they were not systematized to effectively respond to their basic
needs, were not sufficient and did not last a reasonable time to mitigate the impacts
of crises. Uncoordinated actions accentuated inequalities leaving people at the mercy
of their own fate. In the midst of chaos and insecurity, a part of the population sought
mechanisms of resignification through technological innovations present in the digital
world. However, other challenges arose, in addition to the deprivation of “not speaking”
in person, they faced the challenge of “not speaking” due to inability to use digital tools,
or “not speaking” for those digitally excluded. This exclusion represents the restriction
of rights such as access to information, freedom of expression, equal opportunities,
etc. Rights that could have been instrumentalized through digital social inclusion
policies, whose absence has direct impacts on the dignity of the human person

Abstract: In order to deal with the socioeconomic aspect of land regularization, the present work
focuses on the analysis of the new Law 13.465/17, whose main scope consists of
simplifying the procedures for titling and register regularization of consolidated
occupations. Given this, the main objective is to analyze the potential of the REURB in
terms of changing the socioeconomic standard of its beneficiaries. The thematic choice
is justified in view of the expressive urban informal occupation, considering a chronic
social problem with multilateral repercussions, combined with the normative political
inability to interrupt its continuity. As for the methodology, the bibliographical and
documentary aspect was used, in a qualitative approach, it should be noted that the
present work does not intend to exhaust the discussions on the subject. Aiming to
contextualize the REURB institute, we chose to study the Brazilian territorial
occupation, analyzing the formation of cities and informal urban settlements.
Therefore, the main nuances related to the institutes of housing, possession and
property are presented, emphasizing the economic analysis of property. In addition, a
normative diagnosis of the REURB in Brazil is carried out, an assessment of the main
concepts and institutes of the law, as well as reflections on the teleological inspirations
of the (NEO)REURB through the directing of questions and answers; combined with a
sampling of Brazilian and international experiences. Finally, the approach to the
socioeconomic aspects of titling was deepened based on the antagonistic positions of
Hernando de Soto and Raquel Rolnik. As a contribution, experiences lived by the
researcher in the cities of Acajutiba and Aporá in Bahia were exposed, providing some
indications that can be extracted in the sense and in an attempt to confer applicability
to the study, mainly regarding the (inability) of the REURB to modify the socioeconomic
pattern beneficiaries when applied alone

Abstract: The present study deals with the Participatory Budget and popular participation in the
municipalities of Brumado and Guanambi, located in the Sertão Productive Identity Territory
of the State of Bahia, which were selected because they are the most representative in
demographic and socioeconomic terms of the territory. The problem that guided the present
study was born from the following question: Does the population's participation in budget
discussions in the municipalities of Brumado and Guanambi contribute to the application of
public resources with greater effectiveness? This research’s main objective as to understand
and describe the applicability scenario of the participatory budget planning in the
municipalities of Brumado and Guanambi, the implementation of the Participatory BudgetPB and popular participation in the process. The research has a descriptive nature with the
hypothetical deductive method and the methodology applied was based on a theoreticalpractical study with an emphasis on conceptual research, documentary and empirical analysis,
through consultations with specialized literature, such as books, researches, magazines, laws,
opinions issued by the TCM/BA for the years of 2009 to 2020, information collected in the
Diário Oficial and in the planning sectors of said municipalities. In addition to these, to
understand and describe the budget preparation scenario in the year 2021, and the social
participation in these processes, questionnaires were also applied to the components of the
Working Groups responsible for the coordination in the preparation of the budgets of each
municipality. It is concluded that the result of the study indicates that, despite representing
advances in the process, there are still corrections to be made to these two experiences in
order to provide a greater level of social participation, aiming to parameterize and improve its
conduct. In this way, it was possible to devise and implement a model of Internal Rules of the
Participatory Budget to be proposed to the aforementioned municipalities, based on the
models adopted in the municipalities of Belo Horizonte-MG, Porto Alegre-RS and Vitória da
Conquista-BA, and adapted accordingly to the characteristics and realities of Brumado and
Guanambi
